SGMHM Policy Watch is an initiative seeking to monitor the filing of parliamentary questions that relate to mental health, with the goal of advocating for a greater understanding on mental health policymaking in Parliament in Singapore.
This report is a follow-up from similar Policy Watch reports for Year 2022 - where Part 1 was published in February 2023, while Part 2 was published in May 2023. In this report, we conducted a manual search of all PQs (including supplementary questions, or SQs) filed in Parliament in Singapore in 2023 using the Hansard search engine, and identified those who addressed mental health and related intersectional issues. Thereafter, we conducted a comparative study of PQs related to mental health filed in 2022 and 2023. Key findings include:

THE LANCET PSYCHIATRY ON YOUTHY MENTAL HEALTH
We note the September 2024 Report published by the Lancet Psychiatry Commission - where a global consortium of world-leading psychiatrists, psychologists, academics and young people have come together to deliver a definitive analysis of the worldwide state of youth mental health.
It is sobering that the report finds that mental ill health now accounts for nearly half (45%) of disease globally in those aged to 10 to 24 years. There is no question that we are in the throes of a youth mental health crisis, with compelling evidence of the need to do more.
That said, only 2% of global health budgets are dedicated to addressing youth mental health. In Singapore, actual spending is likely a subset of the around 3% dedicated to mental health from our total healthcare expenditure (for 2020 to 2022).
That said, the report has highlighted some ways forward - which the SGMHM team is happy to work with policymakers, healthcare institutions and wider society to explore implementing in our local context. This includes ensuring a better (ideally seamless) transition of care between child-focused and adult mental healthcare services, good integration between youth mental healthcare services and other healthcare providers to facilitate referrals, and low-stigma access points to mental healthcare by actively involving youth advocates. Essentially, it is critical that we look deeply into the network of services and touchpoints available to ensure no child falls through any possible gaps.
We also note that the report has found that suicide remains the 4th most common cause of death globally for those aged 15 to 29 years. This lends greater urgency to SGMHM's ongoing efforts to propose a National Suicide Prevention Strategy via Project Hayat (“life” in Malay), and actively include youth as part of our recommendations and strategies.
